angola_cesar_rasgado Interview: Kemal PARLAK-LUANDA Angola, a West African country with an enormous agricultural potential, plans to rebuild its wheat production capacity. The Angolan government and private companies aim to bolster the milling industry. In that direction, many wheat milling projects are ongoing. One of the biggest projects is Grandes Moagens de Angola (GMA). The privately-owned mill began to operate in May 2017 with a capacity of 930 ton of wheat flour per day. Cesar Rasgado, Administrator of GMA, give an interview about their contribution to Angola’s food security and GMA’s aims. “GMA also wants to be a pioneer in the diversification of the Angolan economy, evolving from import to industrialization and local transformation of the raw materials to satisfy the basic food needs of the Angolan population.” Mr. Rasgado states.

Here are GMA Administrator Rasgado’s answers to our questions: Can you give us some information about Grandes Moagens de Angola and its production facilities, capacity, and technologies you use? Which kind of products (flour, bran, wheat flour, etc.) do you produce? The GMA - Grandes Moagens de Angola project integrates a wheat mill to produce flour with silos and support infrastructure for the loading and unloading of ships at the Luanda Harbor, Angola.

With an area of 30,000m2, the site includes two production lines with a total capacity to produce 930 ton of wheat flour per day, a laboratory, an industrial bakery for local industry training, silos, warehouses, offices and ship loading/unloading equipment.

How many mills are there in Angola? What is GMA’s position in the production of flour and feed? Yes, there other mills but GMA’s mills in Angola are the most important and more state of the art in the country.

Last year Angola spent over 600 million USD importing wheat flour. The government wants to reduce the importing flour. Could you please tell us investment plans for decreasing import of wheat flour? What are your projects for capacity expanding for the next coming years? Is there any renovation plan to the mills? Grandes Moagens de Angola was inaugurated last May. It’s an industrial unit that is both very relevant for the Angolan economy context and for the Angolans since it will be producing a fundamental asset for the people’s day to day basic need. The local production of wheat flour will provide a significant saving of foreign exchange since GMA - Grandes Moagens de Angola’s large-scale industrial milling operations allows to import unprocessed wheat instead of flour.

Prior to the 1975-2002 civil war, Angola was a self-sufficient country in all food crops except wheat. Experts say the country has the natural resources to become one of the leading agricultural countries in Africa. Do you think it is achievable? GMA is actively committed to the agricultural development of the country, which seeks to ensure the development of an Angolan agro-industrial cluster based on modernization and domestic job creation, as well as on the transfer of technical knowledge and skills.

The growth of the Angolan economy depends on its diversification and the agro-industrial sector has the capacity to contribute to future prosperity and wealth creation. From this perspective GMA makes its contribution to the collective effort of all its employees.

Could you give us some information about the consumption habits of Angola? Wheat forms are one of the key dietary components of the Angolan population. Therefore, GMA aims to produce enough wheat flour to meet 50 % of the country’s consumption needs. At GMA, we know that we’ll ensure greater availability of wheat flour in the national market, produced in a 100% Angolan owned factory. This will provide significant qualitative and quantitative improvements to the bakery, pasta, and biscuit production industries while offering greater stability in the supply chain to consumers and to satisfy the basic needs of the Angolan at affordable prices.

What are your thoughts for the future of your country on flour milling? GMA is a result of the combination of national will and capital that saw the potential of this investment through the opportunities it presents for the future of Angola’s economy. Founded on modernity as well in the retention of technical and technological knowledge in the country, it will also contribute to national wealth, by lowering importations and creating national jobs. GMA also wants to be a pioneer in the diversification of the Angolan economy, evolving from import to industrialization and local transformation of the raw materials to satisfy the basic food needs of the Angolan population.
