China launches 2024-2035 plan to boost food security and grain industry

In a decisive step toward enhancing national food security, China has announced a comprehensive 2024-2035 action plan aimed at increasing grain consumption, improving domestic grain quality, and fostering industry growth. Jointly issued by the National Food and Strategic Reserves Administration and other government bodies, the plan underscores China’s commitment to boosting self-reliance in grain production while aligning with global best practices.

The initiative seeks to elevate awareness of the health benefits of cereal grains—such as wheat, rice, corn, barley, sorghum, buckwheat, and oats—while expanding their role in the diets of China’s 1.4 billion citizens. According to the notice, the plan envisions a significant increase in the proportion of cereal grains consumed by residents, aligning dietary habits with the country’s economic and social development goals by 2035.

China, the world’s largest grain producer with a record 652 million metric tons of output in 2024, remains dependent on imports for specific high-quality grains like wheat for pasta and baked goods. The plan emphasizes reducing reliance on the global market by improving the quality and yield of domestically grown cereal grains.


The action plan outlines several key measures to strengthen China’s cereal grain industry. It emphasizes accelerating the cultivation of grain varieties tailored for human consumption to enhance nutritional value and quality. Additionally, the initiative focuses on establishing high-quality cereal grain production clusters and fostering leading food processing enterprises to boost production capacity and address growing demand. Furthermore, China aims to actively participate in the formulation of international standards for cereal grains while deepening global cooperation to align with best practices and promote innovation in the industry.

The plan also highlights the importance of educating citizens on the nutritional benefits of cereal grains. It proposes integrating cereal grain foods into nutritional guidelines and promoting their consumption across schools, government offices, and military camps. “By 2035, the people’s awareness of cereal grains will be significantly improved,” the notice states, with cereal grains playing a central role in addressing nutritional needs and reducing dependency on imports.

To drive industry development, the plan calls for the establishment of grain development funds supported by both private capital and enterprises. These funds will focus on advancing research, adopting higher production standards, and expanding infrastructure to sustain growth.

With China’s role as the largest buyer of global grains—it imported 59 million tons of grain and flour in 2023—the plan could reshape global grain trade dynamics. By reducing its reliance on imports and focusing on high-quality domestic production, China aims to safeguard food security while stabilizing its position in the global market.
